Minutes of Meeting
BARTONVIEW NEIGHBORHOOD ASSOCIATION
Tuesday, March 14, 2000, 7PM, Holy Cross Lutheran Church, 4622 S. Lamar, Austin, TX 78735

A neighborhood meeting assembled upon written notice having been delivered to each neighborhood household and adjoining neighborhood businesses fronting on access way of Highway 290 West. The notice included a proposed slate of officers and one open position.

Cora Quinn opened the meeting, at which 22 parties were present. Proposed Officers were asked to give brief background information prior to voting consideration:

Danielle Becker volunteered to be considered for the position of "Communications Coordinator".

On motion presented and seconded, the proposed and volunteered persons were unanimously approved to fill the positions set out above.

Cora gave an update on current proposals, which may affect the neighborhood, i.e., changes for the H. E. Brodie Tract. She then presented the following items of business for consideration: Voting rights; parliamentary procedure, seting up a bank account, securing a tax I.D. number and seeking non-profit status.

  1. Parliamentary Procedure: Robert's Rules of Order will be followed; Michael Adams volunteered to serve as Parliamentarian.
  2. Voting Rights: Deliberation included number(s) of vote(s) per member, concurrent with voting eligibility and property(ies) ownership; definition of "legal residence" and whether non-resident owners could or should vote in the stead of a renter. On vote of present participants, the following proposals were accepted with no remaining opposition voiced:

Consensus favored one vote per legal household of a dues-paid household member; that proxies would be accepted, in writing; that non-resident owners would not be allowed voting rights; that voters must be current residents; that the one dues-paid member of each household appearing to vote on any given issue must be at least 18 years of age; and that "household" would be construed as "a legal residence in the City of Austin."

Cora reviewed provisions of bylaws of another association as an example of deliberations for ours. Annual dues were discussed, to be again addressed at the next membership meeting.

Cora mentioned that Junie Plummer with the City of Austin may be invited to our next meeting. Ms. Plummer may be able to give us information concerning any planned development for the area.

On setting the next meeting for Tuesday, April 18, 2000, the meeting adjourned.
