  If you have been watching your utility bill you may have noticed the stepped up enforcement of the per bag charge for overfilling your residential dumpster.  Beginning with the January billing cycle, several neighbors noticed a charge on the back of their bill for extra bags of refuse.  This does not specifically mean extra bags, it can also mean a lid that does not close completely.  According to the city, if your garbage container lid does not close completely,  you  may be charged for an additional bag of garbage.  In the past this has not been rigorously enforced, but beware of this charge appearing on your bill.  Although, according to the solid waste department, a notice is supposed to be left regarding the extra charge, no one has reported receiving one.  Many of these additional charges are report

edly made with no notice and erroneously. 
    The solid waste department suggests double checking that your lid closes completely, and only bagging wet or kitchen waste to make better use of your container's capacity.  In addition, for a limited time they are offering to "Right-size" your dumpster without charging for the delivery of the new dumpster.  You will pay an additional fee per month for the extra capacity but save the $15 fee for upsizing.  If your dumpster lid is sprung and will not remain closed it will be replaced free of charge.
